1. Occipital carina complete; stemmaticum testaceous or black if body with extensive black markings; wing membrane not yellowish (unless body with extensive black markings) ; scutellum narrowed

Yes it is, a rather common species flying in spring, it can be differenciated from the species of the obscuratus-aggregate by the its smaller size and the shape of the vein Rs-m.
